Lifelong education is the key to address the evolving requirements of the market in this globalized world we are in today. The realization of an ASEAN community by 2015 that will facilitate the free flow of qualified labor in the region and open opportunities for graduates in colleges and universities is a challenge we have to face.

Given this landscape, the delivery of quality education is a must. This necessitates that higher education institution will be extra mindful of the commitment to bring about the culture of excellence in the educational arena by building students’ competencies and giving premium not only on “what” to learn but more importantly on “how” to learn. 

For more than two decades now, PLTC has been successful in championing the culture of excellence proving that we can compete with other delivering institutions in the province and in the region. It has expanded its course offerings with Commission on Higher Education (CHED) and the Technical Education Skills and Development Authority (TESDA). Quality and excellence are evidenced by the very satisfactory performance of graduates in the licensure examinations and in different contested co-curricular and extra-curricular activities.

The year 2008 was a turning point in the history of PLTC for it was the start of its accreditation venture, a move to attain its educational vision of perpetuating quality and excellence. To date, 8 programs have undergone accreditation by the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA). The Criminology and Hotel & Restaurant Management programs are due for level II- First Reaccreditation Visit, Nursing and Computer Science for Level I- Formal Visit, and Radiologic Technology and Information Technology for Preliminary Visit. The Business Administration and Office Administration had their Level I Visit last February 2014.

The school has blazed new tracks to make its new programs more responsive to the needs of the times. The Preschool Department (Nursery, Preparatory and Kindergarten) was granted Government Recognition by the Department of Education (DepEd) this school year in time for the opening of the Secondary Department (Grades 11 & 12). The Elementary Department (Grades 1 & 2) is now in its second year. 

The school is awaiting the approval on its application filed with DepEd Central Office for the offering of Senior High School in response to the K to 12 Program. In the college level, the CHED Central Office has satisfactorily endorsed the school’s application to Maritime Industry Authority (MARINA) for the opening of the school of Marine Education with its campus in Bascaran, Solano, Nueva Vizcaya.

The pioneer 2-year programs applied for are the Enhanced Support Level Program in Marine Deck (ESPMD) and Enhanced Support Level Program in Marine Engineering (ESPME). Once certified ESPMD graduate can be employed as Ordinary Seaman, Able Bodied Seaman (AB Deck) or Boatswain on board merchant marine vessel or may pursue Bachelor of Science in Marine Transport (BSMT) to prepare him as MARINA Deck Officer. Likewise, an ESPME graduate is prepared as Wiper, Oiler, Motorman or Fitter or can pursue the Bachelor of Science in Marine Engineering (BSMarE) to qualify him as Marine Engine Officer.

Making one step at a time, we can now marvel with great pride at what the school has become. From its humble beginning, we are now gearing to the top through the concerted effort, hard work, and determination of the stakeholders, namely, the administrators, faculty and staff, students, alumni, industry partners, and the community in general.
